Cannot attach files

What could be the problem is someone who has "upload file" permission cannot attach files? Whenever he tries, he got a message that the file exceed the maximum size. But the file is only about 150k. I tried doing the same thing and it works for me as admin. Can someone tell me what the problem might be?

Total file size

What is the maximum total for that user's role? It's possible that they've uploaded too many files (or rather, the total size of all the files they uploaded exceeded the maximum total). That should be in the same settings as you were looking at.
